ARCHITECTURAL VARIANCE
Owners must request and receive written approval from the Board of Directors/Architectural Modifications Committee prior to commencement of any work on the exterior of the home, including painting and large landscaping changes.  Call CVI on 301-596-2600 for a copy of the approval request form.  One is also enclosed with the welcome kit. For applications that require a plat map call Prince George’s County Land Records at 301-952-3352 to find out how to request a Community Plat (plat map) of your property. Refer to your Rules and Regulations on architectural restrictions and standards.
 
Application along will all back-up should be forwarded to the Community Administrator as ONE pdf.  Please be sure to include a brief description of the project on the first page of the application even if you are attaching a proposal or drawings.  Include color samples, brochure photos, a picture of the existing, etc.  Include all materials which will help in reviewing the proposed change.
 
PLAN AHEAD:  Applications are reviewed each month by the Architectural Modifications Committee meeting.  It can take up to 45 days to receive an answer.
 
ASSESSMENTS
The fiscal year begins January 1.  Coupons for the new fiscal year are mailed in December.  New homeowners receive coupons as part of their welcome kit.  Assessments are due and payable on the first of the month in advance.  Assessment can be paid by using the coupons or by signing up for Direct Debit.  A Direct Debit form is enclosed in the welcome kit or to request a Direct Debit Form please contact the Community Accountant at 301-596-2600.  Also see Ways To Pay Your Assessment enclosed.
 
ADDRESS CHANGE
Any address changes must be received by CVI in writing. It is the homeowner’s responsibility to keep the Association appropriately informed with current address information.
 
BOARD MEETINGS 
HOA Meetings of the Board of Directors are typically held on the 2nd Wednesday of every other month at 7:00 p.m. at the Arbor Room at Lake Arbor, 1399 Golf Course Drive, Mitchellville, MD.
 
Condo Meeting of the Board of Directors are typically held on the 2nd Monday of every other month at 7:00 p.m. via Zoom.
 
BULK TRASH
Bulk trash is the homeowner’s responsibility to remove.  Residents receiving County-provided services can now place two (2) oversize items directly next to the trash cart/can for collection. No appointments are needed.

CVI
CVI manages the affairs of the community at the direction of your Board of Directors. If you have a question regarding your account balance, assessment fee, etc. your calls may be directed to the Community Accountant at 301-596-2600.  Maintenance service calls should be directed to the Manager or Community Administrator at 301-596-2600. Any items requiring a Board vote or review are better handled when placed in writing to the Board of Directors in care of CVI, 6300 Woodside Court, Suite 10, Columbia, MD 21046-3212.  Please note that the Board of Directors, elected by the homeowners each year, holds the ultimate authority for making policy and approves all programs for the Community.
                                                                               
ELECTRICITY
You will receive a separate bill from Pepco.  Questions – Call Pepco’s general information line at 202-833-7500 or go to www.pepco.com.  To report a power outage call Pepco’s power outages line at 1-877-PEPCO-62 (1-877-737-2662).  To report downed wired or life-threatening emergencies call 202-872-3432. TTY 202-872-2369.  
 
EMAIL
To participate in the Woodview Village West Community Email Network and receive important information and updates about the community, please email the Community Administrator, Ami Gamber at agamber@cviinc.com. Be sure to include your name, address, and email address.
 
HOME MAINTENANCE
Maintenance of the home structure (interior and exterior), glass, electrical, mechanical and plumbing systems, is the responsibility of the homeowner.  The Association conducts a community-wide inspection each spring; owners receive notification regarding exterior maintenance items that need attention.
 
INSURANCE 
The Homeowners Association maintains a master casualty and liability insurance policy for the common areas only.  Homeowners are responsible to insure their entire home.
 
KEYS/LOCKS
The association does not provide keys to units or mailboxes. Homeowner responsibility to repair and replace locks.  Please note that the association or management agent does not handle lockouts.  You may want to consider leaving a key with a neighbor, friend or wherever it will be convenient for you to locate if you should be locked out of your unit.  
 
LAWN CARE
A sub‑contracted service providing a comprehensive schedule of maintenance as permitted by the budget for all common areas.  Homeowners are responsible to mow and maintain their front and rear lawns.  The Association will enter the home and bill the owner the expense of cutting the lawn if it grows over 6”.
 
LEASING
Prince George’s County requires owners to be licensed in order to lease their homes; contact Prince George’s County for licensing requirements.  
Prince George’s County requires a “Letter of Good Standing” to be provided by the homeowner from the Association in order to obtain the Rental License. Contact CVI to request a “Letter of Good Standing.”
 
Owners renting their home are required to have a current lease and current Prince George’s County Rental License on file with the Association at all times. 
 
LIGHTS
Street lights in the Association-owned streets will be the responsibility of the Association. Association owned lights are green.  Contact CVI – email the Community Administrator to request repairs and note the pole number.  Lights on County owned streets (single family portion of Juniper Drive, Woodview Drive, and Tamarack Way) are the responsibility of Pepco.  Pepco pole lights are black with a pole number.  To report a light out to Pepco, call 202-872-3432 and note the pole number and location or go to www.pepco.com.  To report a power outage call 1-877-PEPCO-62.  Each owner will individually be responsible for all exterior lights mounted on their home.
 
MAILBOX
For a mailbox key or new mailbox lock, call a locksmith to change the lock and contact the Largo-Kettering Post Office at 1-800-ASK-USPS to coordinate opening the mail boxes for access to the lock. 
 
PARKING
Townhome neighborhoods have assigned parking.  A complete list of assigned parking spaces can be found in the Policy Resolution No. 10.  Policy Resolution No. 10 is enclosed in the welcome kit. Homes with a garage do not have an assigned parking space.
 
POLICE PROTECTION
Provided by Prince George's County Police at 301-390-2100 or 301-333-4000 non‑emergency; 911 emergency.
 
POOL
Operational Memorial Day to Labor Day.  Information will be sent to all owners regarding pool policies, procedures, access, and hours as the season approaches.
 
RECYCLING
Prince George’s County provides recycling service.
Pick-up is on Tuesday.  
Visit the County’s website for acceptable items or call them directly at 301-952-7630.
 
RULES & REGULATIONS
Rule violations must be reported in writing to the Board of Directors, c/o CVI.  Violations may be enforced by fines or legal action.
 
Neighbor to neighbor complaints.
Whenever possible, speak to your neighbor prior to involving the formal rules enforcement process.  Your neighbor may not be aware of the rules and/or the activity in their home is bothersome. When living in a multi-family development issues may arise from time to time, but communication is the key.
 
If you feel you need to submit a formal complaint:
1. Alleged rule violations must be reported in writing to the Board of Directors, c/o CVI. Email is fine.  The complaint cannot be anonymous and must identify the home where the alleged violation is occurring. If the complaint comes from a tenant, a statement from the owner in support of the tenant must accompany the complaint.
 
2. Alleged violations backed-up by the Association’s legal documents are pursued as follows:
a. A letter of violation is sent to the alleged violator.  The letter states: “We recently received a complaint that…” The complainant is not identified in the letter.
b. If a second complaint is received 15 days after the first notice and/or within a 12-month period regarding the same alleged violation, the matter is called to a hearing.  The complainant is not identified in the hearing letter; however, the complainant is invited to attend the hearing.
c. At the hearing the complainant and the alleged violator meet to present their case/any evidence of the alleged violation to the Board of Directors.
d. A hearing cannot be held unless the complainant is present.
e. The Board hears the testimony and renders a decision which may include fines, the suspension of privileges (i.e. use of the pool), or other recommendations – mediation, carpeting, etc. 
 
SMOKE DETECTORS
Prince George's County requires operable smoke detectors. 
 
SNOW SERVICES
Work does not usually commence until snow has ceased falling and accumulation of at least 2”.  Prince George's County plows the county owned streets – single family portion of Juniper Drive, Woodview Drive, and Tamarak Way. All parking lots and drive aisles will be restored to a functional state. Level of service is determined by budget.  
 
TELEPHONE/TELEVISION/INTERNET SERVICE
Each owner needs to make their own arrangements for telephone/television/internet service.
 
TOWING
Heavy and Sons Towing can be reached at 240-788-0513.  If you feel that your vehicle was towed in error, you must contact the Prince George's County Vehicle Audit Department at 301-952-1873 to request a Show Cause Hearing.  They will send you the necessary forms to complete in order to schedule a hearing.
 
TRASH REMOVAL
Prince George’s County provides service for household trash.   
 
Tuesday - Trash and Recycling Pick-up
Monday - Yard Waste
Trash, Recycling and Yard Waste is through Prince George's County. Questions or concerns need to be directed to the County.

Trash is to be placed inside trash cans with a lid in sealed bags.  Trash should not be placed outside of cans.  Residents must store trash containers out of view on non-trash pickup days.  Trash cans and recycle containers may not be stored in front of the home or in plain sight.
 
Trash should not be put out until the morning of collection or the night before and should be placed at the front curb.  Residents are responsible for disposal of used appliances, furniture, carpet, building materials of any kind, dirt, rocks, bricks, cement blocks, car engines, tires, etc.
 
Please make arrangements to remove or have your contractor remove these items.  Residents are also responsible for disposal of hazardous waste (oil, paint, batteries, pesticides, etc.).  Any questions should be directed to Prince George’s County Department of Environmental Resources at (301) 952-7630.  Bulk trash is the homeowner’s responsibility to remove.  For information on bulk trash pick-ups contact Prince George’s County Bulk Pick-up at (301) 952-7600 or schedule a pick-up through County Click 311. If the association is notified that an owner has improperly disposed bulk trash, that owner will be charged the cost of removal and dumping fees.
 
YARD WASTE
Prince George’s County picks up yard waste that is deposited in large brown PAPER bags/PAPER leaf bags. The County will NOT pick up black contractor bags.  Pick up for yard waste is Monday.
